I’d say Rom came out on top - ruler of his people and a wife who is skilled, hot, and sensible? All quark has is his own moon and an entertainment franchise. Nog works for Starfleet so who the hell knows what he’s got saved up, but he doesn’t need to waste his latinum on living expenses.
