Is that why he was arrested or is this click bait?
It says he was arrested when he left the lectern and approached the sitting council. He stated his intention to engage in “peaceful civil disobedience” directly before, so he knew what he was doing.
Good on him for his protest, but I don’t think it’s fair to attribute his arrest to his speech.
By all outward appearances, looks like he was legit arrested for his protest.

His protest was the act of leaving the designated speaking area and approaching the council. It doesn’t appear to be about the speech.
