The overall structure and generous use of Oxford commas here tells me this was most definitely not written by Trump.
It’s hilarious that whenever he needs to write something serious and/or remotely articulate, his team calls upon a slightly smarter, marginally more competent person to write it up and post it.

I think he wants to impose certain level of legal authority this way. Like, his words are the official words of the USA or something. He then promptly interjects his own message with capitalized words, abuse of commas, and like others point out, toddler language, so his base still can recognize the bigger parts. The final result is, as expected, shit. Is the inconsistency what really bothers me in his style.
I think the unnecessary capitalizations are the key.
