There’s a famous fake story about George Washington (getting a hatchet as a gift maybe?) and cutting down a cherry tree in excitement as a kid. He then confesses to his father and it’s supposed to have some message about honesty or something
That explains why he’s small. I forgot he was a child in that story. I understand he was a intimidating adult.

I think the joke is that it’s supposed to be a story about honestly winning out against fear/shame but in this depiction, he’s just happy to confess because fuck yo tree
“Cutting (someone) down (to size)” is a phrase meaning to set out to reduce someone’s ego, usually by physically overpowering them or ferociously insulting them, as young George does here.
