If no, then it’s a different thing.
Steam only takes a cut from MTX that use steam payment services (Steam Wallet), not from all MTX that occurs within software distributed on their platform like what apple is doing. Valve does not prevent developers from using alternatives if they don’t want to pay Valve for the convenience of using Steam Wallet.
Do Steam games even have subscription services? What are you even comparing?
