His plan is to establish enough shelter beds for every homeless person in the city, then crack down on illegal camps, zombie RVs, junked out cars, etc.

Camping won’t be tolerated as long as shelter space is available.

"Wilson’s basic idea is that the city will set up two dozen temporary overnight shelters in existing buildings, like churches and community centers. He imagines those shelters will reach peak capacity in late 2025 and then be able to scale back down as people who formerly lived outdoors leave Portland or find housing. He’d also like to open new day centers offering meals, showers, laundry and services aimed at helping people become employed and housed.

Wilson says that once those services are available all across town, he will take a hard line on enforcing the city’s camping ban and will not hand out tents or tarps. Though he hopes that compassion and resources will be enough to convince most of those living outside to come indoors, he said arrest and the threat of jail may be necessary to show how serious the city is about enforcing its laws."
