With Trump’s plans for mass deportations, pardons could protect those who have served their sentences, advocates say
Illegally crossing the border violates federal law, which Newsom can’t pardon. He could pardon those convicted under state law, but if they are not legal immigrants, he couldn’t pardon them for what will actually get them deported.
The other two demands, he could refuse the money and the feds can just eminent domain any lands they want to appropriate and California has more than enough federal land for the camps. So really all that is realistically on the table without drawn out lawsuits is refusing the cash.

Newsom is just trying to look good for the camera. He doesn’t care.
They are urging Newsom to do this. He’s not actually spearheading this. So for once this isn’t Newsom seeking attention.
California has the largest economy in the country. Much of it runs on immigrant labor.
Rather or not he personally has compassion for immigrants is another question. But there’s very good reason CA cares about this issue from a political/economic standpoint.
