Biden stepped down from running 7/21, which means they would have had 1 month to run the primary before the Democratic convention.
You can’t condense a 6 month schedule down into 1 month, can’t be done. Or if could be done, it would take more than a month to plan the logistics of it.
I cant prove it, but I imagine the lack of will for it led to the lack of time for it.
