It just got illegally modified in 1874 by an archivist, and no one noticed until recently. If you look up section 1983 in The Congressional Record of 1871 it has 16 words that weren't copied into The Federal Register in 1874. The modified law was what was presented to the 1982 SCOTUS in Harlow V Fitzgerald. They made a mistake, and even questioned why the 1871 Congress was so clear about everything except the clause that was removed illegally.
