They can escalate with or without that tho.
They have escalated without that.
After their escalation folk can either do nothing/comply, peacefully protest, or riot.
Same with martial law. They can declare it if the riots are happening or not.
I don’t think you can rely on ‘what are they supposed to do & how they are supposed to do it’ if they aren’t & never have followed that logic/values.
ICE will escalate things when they are ready (they are still recruiting), regardless of that the folk is doing.
The USA is also testing the chain of command in military too.
I’m not saying that either, it’s that if one side has the strategy to escalate and the ability to control the narrative it doesn’t affect much if the other side (just living there) escalates or not. It effects their immediate lives ofc, just not the overall peace of things.
I do think less direct methods would be effective though. They go after people living their daily lives with their guard down. That might be something to think about.
