No, the shutdown would be if the budget isn’t approved. Whether or not ICE is funded from congress doesn’t matter, they can shut down the government to demand an end to ICE occupation, they can use their power. They are whinging and whining that Trump and his cabinet need to do this and that, but they’re not answering the implicit question back to them: “Or what?”
