After 2014 they took some notes that ex-soviet army is garbage. One needs a lot of changes to make it reliable and efficient. I have a distant knowledge of how it is in Ukraine, but I’m pretty sure that up to 2014 or even further they had everything on paper, no central digital database of draftees, this eased the bribing and fixing papers.
