On Monday, Oregon Gov. Tina Kotek signed House Bill 4002, which both expands funding for substance abuse treatment and makes possessing small amounts of hard drugs a misdemeanor beginning Sept. 1.
I’m in Portland, and while we voted for this our local government did not provide the requisite opportunities for care and treatment. The rollback of this bill reintroduces facilities for care and treatment.
Not going to get into what is right or wrong, but please understand that this first attempt was implemented poorly and needed to be adjusted in some manner.

Why not just reintroduce the facilities for care and treatment without the crime attachment?
