In Belgium, about 2.0% (220000) have Turkish citizenship or (partial) ethnicity/ancestors, whereas in Germany, it’s 4.2% (3.5-4mio people). That can’t be it.

That’s more comparable to the situation of Munich in Bavaria. However, Franconia is culturally rather different from Bavaria, despite having been “incorporated” for some time before the German unification (i.e. after Napoleon).
I think it’s similar in Germany. At the very least, it’s illegal to falsely claim price reduction by raising prices beforehand (I think they still do it, but over longer periods).
