No way, white hat guy is not bothering (e.g. whistling at) her, just appreciating what she chose to show off. Maybe he was even looking in that exact direction before she wandered into his field of view, and here he’s all surprised like “what’s this now!?”

Also, that’s an extremely odd direction for the lady to be walking from, perpendicular to the sidewalk - did she just finish jaywalking? If so then she passed by quite close to him, to avoid the fire hydrant, at which point he should be expected to look to see who it was.

This comic does not convey the appropriate information to justify what looks like a purely random act of violence by a self-righteous male Karen trying to pound the world vigorously into submission according to his ideals. Nor does it show an offer to the other guy to change or even admit fault, just the result of the pounding. It glorifies violence and premature judgement.

Because white hat guy was looking at the woman’s ankles instead of looking where he was going, he ended up bumping into True. I think that’s the main reason, at least in this case, why True responded like he did.

That’s basically the entire comic. Some panels have stayed susprisingly relevant though, sometimes through loss of context.

this is a work of fiction in which the author is attempting to communicate an idea to us. We can go ahead and assume intent.

Yep. Everett True is an asshole with poor impulse control, who sometimes - completely by coincidence - does the right thing.
