Being a state or 10 states, would mean representation, but would also mean accepting unsustainable debt, and likely compromises to pensions, healthcare. A counter offer of Michigan, New England, NY, west coast being invited to become Canadian provinces is the best way to respond to this offer.

if getting rid of UK monarchy is needed to sweeten the deal, most Canadians are fine with it. Offering a healthcare system is a nice to have that would promote acceptance of the offer. They have the same FPTP voting system we do.
