Absolutely PTB, it’s one thing to silence a user for personal beliefs that go against the admins in the communities on that server (which is also PTB in and of itself) but it’s a whole other level to do it to someone for actions outside of those communities or the instance.
This type of thing is unfortunately common on lemmy.ml, I’m kind of surprised there aren’t more posts here calling them out on it.

You should only ban a user for activity outside your “turf” in extreme cases, that endanger your users; at most that endanger your community. Clearly not the case here.
Also, a year long ban? Seriously??? The only situation that I can see a mod/admin doing it is when they want to permaban a user, but still say “ackshyually le user wasn’t permabanned lol. we banned them for a limited time lmao.”
I can see a (good faith) admin as wanting to do a 1 year ban instead of permanent in hopes that in a year a person will reflect on their actions and have a different outlook when it expires. Though yeah in this case it’s probably just to make people not go as far as they could in calling it out, so they can say “it’s not that bad, it’s a temporary ban”.
Even if they [a hypothetical admin, not this case] expect the person to reflect on their actions, a whole year seems too long. Odds are that the user will simply forget about the comm/instance and move on.

I’m sorry but the start a new instance argument people throw around to dismiss moderation issues is a stupid one. Why? Because on federated systems like Lemmy, the instance that has the bigger slice of the pie (most users, most active communities) has the most control and power. Meaning the biggest platforms have the ability to kill your Fediverse experience almost completely, and starting a new server or joining another one won’t help you if you’re banned (I’m assuming you’re not going for intentional ban evasion) and if you’re being censored, it also won’t help you because they’ll still censor you from the majority of the fediverse. If they’re big and powerful enough they may even get others to join them in defederating your instance, making the impact that much bigger.
So while it is technecally true to say that Fediverse platforms are decentralized, I think it is dishonest and disingenuous to try and frame moderation issues like the ones with Lemmy.world or lemmy.ml as ones that can be solved by starting your own server, or migrating to another server. They can’t, because those servers control a larger portion of the pie, as in the communities and the userbase available.
I mean .world is fine most of the time, the meme was about a recent change where mods are apparently not supposed to remove obvious misinformation and instead “fight it with words”

They don’t federate, I don’t think. Only the reddit.world echo chamber would see them.
.ml federates with nearly all legal instances. You might be thinking of behaw or hexbear.
Because user cm0002 is site banned from lemmy.ml, lemmy.ml rejects his comments on lemmy.ml posts, which means lemmy.ml won’t federate those comments, which means those comments won’t spread beyond cm0002’s own instance, lemmy.world.
So why are you so overtly scratched about it?
It will federate if he carefully chooses to reply only to people who aren’t on Lemmy.ml, since it is their homeserver that handles the federation of those comment replies. I know because I’ve seen users who are site-banned from an instance and can still comment and have it appear in other instances because they were replying to someone who wasn’t on the server they were site banned on.
