It looks more like a Basset Hound to me? The dog that is. No idea what that other thing could be.

It’s easy! The Basset is even dumber than a beagle. If there is even a remote chance it won’t walk off a cliff or wander into traffic while following a scent than it’s not a Bassett. And also it’s ears drag.
